Your telegrams of the 21st and 29th April

exports to China approved enthe understanding that you are

in a position to satisfy yourself that goods will be cen-

sumed in China and will not be re-exported and that you

will consult with British Consula in any case of doubt. As

regards good coming from foreign ports fer transshipment I

have no objection to your allowing such goods to proceed

when consigned to named consignees at places in Asia pro-

vided you are satisfied after communication with British

Consuls where necessary that the goods (1) are for local

asiatic consumption (2) will net bereexported.

In communicating with any consular officer in

this sense you should make it clear to him that it is

important that he should satisfy himself that these con-

ditions will be met or if he is unable to do so that he

should inform you accordingly.
